Dr. David Martin

Dr. David Martin has been a public educator and leader for 17 years and currently serves as the Superintendent of the Tennessee School for the Blind, a position he has held since June of 2017. Prior to his arrival at TSB, Dr. Martin was an administrator with the Department of Defense Education Activity for seven years serving military connected students both stateside and overseas. During that time, he was a principal, assistant principal, and district curriculum coordinator. Before entering administration, Dr. Martin taught high school social studies both in suburban and urban districts.

Dr. Martin holds a bachelor’s degree in political science, a master’s degree in educational leadership, an education specialist degree in curriculum and instruction, and a doctorate in educational leadership. He holds teaching certifications in special education and social studies as well as superintendent and principal leadership endorsements. Dr. Martin has also completed a graduate certificate from Harvard in school management and leadership. Dr. Martin has been board member of the Council of the Schools and Services for the Blind (COSB) since 2018.

Ross Williams
For 15 years, Ross Williams has been a high-level administrator in various areas of the education sector. In 2008, Mr. Williams became Principal of the Greater New Orleans Lower Elementary School Division where he served for three years implementing academic and literacy programs and managing the administrative staff. Afterwards, Mr. Williams began working as a School Improvement District Coordinator where he helped struggling schools develop initiatives for recruitment, retention, data collection and reporting, and educational training. Currently, Mr. Williams serves as the Superintendent of Charter School Administrative Services.

Mr. Williams is currently pursuing a doctorate in education at Saint Thomas University. He holds a Master of Science in human resource management and a Bachelor of Science in accounting. Mr. Williams holds a Superintendent Certification from the University of Texas at Arlington as well as a Principal Certification. Mr. Williams is also the author of Intentional Leadership: Three Big Rocks to Elevate a Team for Ordinary to Excellence Intentional Leadership Training: District and Campus Level, One on One Coaching.

Merisa Marsh, J. D.

Ms. Marsh, J.D. has approximately 15 years of experience working in special education in a variety of different roles that has given her a specialized knowledge in IEP and special education needs. Her experience includes roles as the Program Manager for Special Education, the Special Education Coordinator, and has extensive experience as a special education teacher. Ms. Marsh has also completed her Juris Doctorate to focus on IEP implementation. Ms. Marsh is currently the Chief Academic Officer for a charter school in Pittsburgh but has spent the majority of her career working in Louisiana schools.

Ms. Marsh obtained a bachelor’s degree in political science from Spellman University and then completed her master’s degree in Exceptional Education at Clark Atlanta University. In addition to her master’s degree, Ms. Marsh graduated from Southern University Law School and is a licensed member of the Georgia State Bar.
